[Grammar] to consult with VERSUS to consult (no preposion)

Hi, in the Longman Exam Coach, I ran into two sentences:
If symptoms persist, consult a doctor without delay.
I need to consult with my lawyer.

So, is there any rule of thumb about using the prepostion 'with' after the verb 'consult'?

Rule of thumb: don't use with after consult.

Use 'confer with' if that's what you mean.
