Is it correct to say "The car needs washing by tomorrow"? Or should it be "The car needs having washed by tomorrow"?The examples are mine.

Note my changes above. When you ask an "or" question, don't try to open with "or". Ask "Is it correct to say A or should it be B?"

The first sentence is correct. The second is incorrect. Note, however, that in the Scots variant, "The car needs washed" is used.
 
I would say the car needs to be washed.
