If I had to make them into complete sentences, should they be:
1. The English text was originally published as Oxford Business English Dictionary for learners of English ....
2. This English-Chinese edition is published in association with Huaxia Publishing House for distribution in Mainland China ....
I used "was originally published" in the first to indicate that the publication was in the past, while "is published" in the second to indicate that the association is valid at the time of publication.
Is that right?
