I would use both, but I chose what. :)
 
The second option should have a question mark at the end, but I can't find a way to edit polls questions at the moment. Sorry for this.

I would use what.
 
I might say 'how's the weather?', but never 'how's the weather like?'.

I think that 'How's the weather like?' is just simply unnatural to most native speakers.
 
:) Be careful in using "How's the weather like?" better to take off 'like' OR simply use What's the weather like?" when spoken BUT written English would ask that you do not use contractions.

As the question is usually a spoken one then yes, it is okay to contract it.
