(1) Only "to gather" is wrong. I think that there are three possible
"correct" answers -- depending on the context (on what the story is about).
(2) I am guessing that your teacher wants:
People still
gather in cafes very much like [as] they did in the 18th century.
(3) But "are gathering" is also possible. And they still eat/are eating the delicious
(and fattening) desserts very much as their ancestors did in the 18th century.
(4) And even the past could be correct if the other parts of the story are in the past:
People in the
19th century did not have many forms of entertainment. So they still
gathered in cafes very much as they did in the
18th century.
P.S. The teachers here are happier if you first choose the answer that you think is
correct. Then they will check your answer.
