If you open the full episode information box, you'll see the credits at the bottom. It says "Voice - Daniel Floyd". A further deep delve into YouTube and Google tells me that Daniel (Dan) Floyd is an American voice actor. He worked extensively on the "Extra" series of videos (which your video was taken from). There are comments on his personal page asking why he has a somewhat high-pitched cartoony voice on those videos. You can hear his "normal" voice on his own page. His bio states that he's a native AmE speaker.
Honestly, you could have done all that research yourself!
