Either I was going to Cambridge or he was going to Cambridge, but one cannot tell from the phrasing.
We need a fourth option.
Oh, yes you can. Whom did I meet, a man, or a man on the way to Cambridge? If I were on the way, 'twould be, 'On the way to Cambridge, I met a man," wouldn't it?
I met a man on the way to Cambridge. (I was going to Cambridge.) I met a man who was on the way to Cambridge. (The man was on the way to Cambridge.)
If the man were on the way to Cambridge, I would phrase it "I met a man on his way to Cambridge".
