I think you'll find that that should read "British", or at the very least "English and Welsh". (Scotland's being a bit airy-fairy over the whole thing at the moment)

Pleading ignorance here... What is a "top-up" fee?

"Top-up" is supposed to be a british word with the neaning of an amount needed to restore something to its former level. So they write.
